Text Box: The quarterly meeting of Boone’s Trace Civic Association was held at 7 pm on Monday, October 25, 2004.  BTCA President Eric Stamper called the meeting to order.  Secretary Karen Bates read minutes of the previous meeting and Jeff Metze gave a treasurer’s report.  Eric gave a breakdown of how the monthly $55.00 maintenance fee is spent.

Betty Huxel said some residents had called about coyotes on their properties.  She reminded residents that we cannot discharge firearms in Boone’s Trace, and she reported that she had contacted Madison County authorities, who referred us to a certified animal control expert.  James Turpin has a “nuisance wildlife permit” from the KY Fish & Wildlife Department.  He will attempt to trap and remove the coyotes, releasing them somewhere else.  The charge is $35 for his services, with no guarantee.  Call 369-3292 if you want to contact him.

It was explained that the Restrictions Committee is composed of volunteers from Boone’s Trace Property Owners, and the committee was formulated at the request of the Board of Boone’s Trace Property Owners Association.  BTPOA is the official association that governs the development; BTCA is an interim association organized to help build community until the property owners take over running BTPOA (when the developers have completed their work here).   A letter was sent to all property owners in August informing them of the process by which Covenants, Conditions, and Restrictions will be monitored by the Committee.   If a property owner is believed to be in violation of the CC&R, a first letter is sent to notify them of such.  The property owner should take action to bring the situation into compliance, or reply in writing or attend the next meeting of the committee (held the second Wednesday of each month at the Sales Office at 7 pm).  If  no action is taken, a second letter is sent 30 days later.  If no action is taken within 60 days, the matter is turned over to the Board of Directions, who may then take legal action to bring the situation into compliance.

Carol Parkey gave a report from the Strategic Directions Committee, as a follow up to the survey conducted by the committee in early October.  Five areas were presented:
	1. Potential Change to Security at Entrance- the committee estimated over 500 cars per day currently.  There was discussion concerning if developers and golf course should contribute if entrance is changed; how to finance a change; how to conduct an engineering study to consider best design; etc.  The group voted to table the issue for 6 months and study it more thoroughly.
	2. Playground- Discussion regarding liability; it was suggested the Board of Directors be consulted about this.
	3. Signs- Discussion that we have too many real estate signs; perhaps we should limit to 1 per lot.  The group voted that we propose an amendment at the November Board Meeting to limit the number, size and height of signs.
	4. Yard sales- Discussion concerning lack of security if we open Boone’s Trace to the public for yard sales of any type.  The group voted that we propose an amendment at the November Board meeting to disallow yard sales.
	5. Property Owners Directory- Discussion included an explanation by Doug Wedding, who is the webmaster  for www.boonestrace.org, that the directory on the website would only be as secure as those with the password allow. Some owners indicated they want privacy and do not wish to be published.  It was decided to pursue an informal directory. Olga Willis volunteered to go door-to-door to get information for a directory.

Plans were discussed for neighborhood trick-or-treating.  See page 3 for followup.

It was announced that BTCA elections will be held at the next BTCA meeting, to be held on Monday, January 24.  Officers to be elected are President, Vice President, Secretary, Treasurer, and Historian.  If you are willing to be nominated, please contact Eric Stamper at 624-8166.
