Text Box: The third quarterly meeting of the Boone’s Trace Civic Association was held on July 18, 2005 at 7:00 p.m.  Officers present at the meeting were Amie Hawkins, president and Jeff Violette, vice-president.  A review of the minutes of the April meeting was given.  New business on the agenda was the current status of developer progress of Boone's Trace.  Mike Tremblay, project developer for Boone's Trace LLC., spoke at the meeting and explained the neighborhood.  The neighborhood is comprised of several distinct sections.  Sections such as St. Andrews, Avawam Estates, and Forest Hills have been developed by Boone’s Trace LLC.  Other sections such as The Pinnacle, River Run, The Reserve and the Woodlands are being developed by other companies.  Mr. Tremblay explained the relationship of these sections within the structure of Boone’s Trace, and he emphasized that all property owners are protected by the Boone’s Trace Conditions, Covenants, and Restrictions, and that all property owners are obligated to pay maintenance fees to Boone’s Trace Property Owners Association.  Mr. Tremblay also wanted to note that the pool, tennis courts and the adjacent land for a possible playground were gifts to the neighborhood by the developers.  The upkeep of these areas is now managed by Maggard through association fees. 

Mr. Tremblay indicated the developers projected an eight to ten year involvement in the development and construction of the neighborhood.  The developers are in their eighth year and are now beginning the transition phase of turning over the management of the neighborhood to the property owners.  The transition phase will involve nomination of property owners to the Board of Directors of the Boone's Trace Property Owners Association (BTPOA).  Currently, no property owners sit on the board.  There is one annual meeting of the BTPOA, and the BTPOA meeting this year will be held on Tuesday, November 15 at 7 pm.  Directors will be elected at this meeting.

Property owners should be aware that the Civic Association, while sanctioned by the Property Owners Association, is not the governing body of our development.  The Association was established several years ago as a means of building community and establishing activities that allow us to get to know each other during the period when Boone’s Trace LLC has had control of the Property Owners Association.  As Boone’s Trace LLC is nearing completion of the infrastructure and sale of all properties, the time is approaching when property owners will assume responsibility of the neighborhood under the legal document that is the Boone’s Trace Covenants, Conditions, and Restrictions. Eventually the activities of the two groups will probably be merged into the BTPOA.

The next meeting of the Boone’s Trace Civic Association is scheduled for Monday, October 17, 2005 at 7:00 pm at the Clubhouse.  Amie indicated that the committee chairs are scheduled to be present at this meeting with updates.  The election of officers of the civic association occurs at the January meeting.  Amie also stressed the need for people to volunteer for the committees, especially the political action committee.  The land surrounding Boone's Trace is rapidly being gobbled up by industry and we still are protected only by a volunteer fire department.  These issues have significant impact on property values and the cost of insurance.  We need everyone to participate to make our neighborhood association the best it can be.  So, please come to the next meeting.

The “official” Fourth of July picnic was cancelled, but a group of interested property owners gathered for a pot luck at the Recreation Complex.  This was so successful that another potluck was held in August.  We also had a representative from Blue Grass Army Depot meet with property owners in August to answer questions about their plans.  Watch for signs at the Guardhouse for future spontaneous events!

Civic/Social Committee Update. We have contacted the Kentucky Department of Transportation regarding participation of our association in their “Adopt a Highway” program.  Beginning at the Kentucky river bridge, approximately two miles of the highway passing in front of the Boones Trace entrance would be our responsibility to “clean up” four times a year.  More news about this civic project will be available at our October meeting of BTCA.  This month we are beginning a weekly “Nine and Dine” golf event for property owners.  Scott Porter, head pro at The Bull, will prepare a buffet each week to be enjoyed by golfers and family members.  The format is a nine-hole scramble and teams will be assigned each week. Couples and singles of all skill levels are welcome as we feel this will be a great way to “meet your neighbors” and will lead to other social opportunities within Boones Trace.  The Nine and Dine will be held every Sunday with a shotgun start at 5:00 pm and a buffet from 6:30 pm - 8:00 pm.  Call Scott Porter at 623-GOLF (4653) for more details and to sign up!!! Update on Strategic Directions and Budget & Finance Committees.  These two committees met jointly in July to discuss long-term plans for the entrance to Boone’s Trace to accommodate the growing community.  Committee members are gathering information to consider widening the entrance to two lanes in and out of Boone’s Trace, and they are getting estimates on installing electronic security gates at the entrance.  They expect to have a report to present at the Annual BTPOA Meeting in November. The Restrictions Committee meets monthly to consider any reports of violations to the Covenants, Conditions, and Restrictions.  These committees are serving at the request of the BTPOA Board of Directors, as part of the process to transition the Board from Boone’s Trace LLC to the property owners.
